FORESTRY RESEARCH
INDIAN COUNCIL OF FORESTRY RESEARCH AND EDUCATION
Research proposals in different research institutes of the Council are as follows:
1. FOREST RESEARCH INSTITUTE DEHRADUN
- Breeding of poplars for genetic improvement.
- Establishment of first generation clonal seed orchards of chirpine by grafting.
- Investigation into seed viability, germination and longevity of some important species of upper gangetic plants.
- Preparation of volume and yield tables of Dalbergia sissoo and Poplars. Economics of Tectona grandis plantations in Tarai region.
- To enhance in vitro axillary bud proliferation and shoot multiplication.
- Survey of natural population of Pinus roxburghii to select phenotypically superior tree and to collect planting material; collection of seed of different provenance of P. roxburghii and establishment of trials, and to study the provenance variation in Pinus roxburghii
- Seed pathology of bamboo species, Dalbergia sissoo, Anthocephalus chinensis, Acacia spp., Albizia spp. and Eucalyptus spp.
Studies on nursery and plantation deceases: (a) Eucalyptus, Acacia, Azadirachta indica, Paulownia and their management. (b) Study of phytonernatodes with special reference to root knot nernatoces.
II. INSTITUTE OF FOREST GENETICS AND TREE BREEDING, COIMBATORE.
- Monitoring of seed orchards of MPT species and seed production areas, training and demonstration courses for officials, school teachers and NGOs, demonstration of development technology on farmers fields.
- Collection of field data of teak plantation of Coimbatore, 1"ollachi and Thanjavur divisions, collection of climatological data throughout the year and its analysis.
- Establishment of pasture and silvi-pasture system in the selected fields, recording of growth measurement of trees and agricultural crops as monitorable indicators, analysis of existing agroforestry system in the different microwatersheds.
- Collection of seeds from SPA, raising and maintenance of seedlings, establishment of agri-silvi and silvi-pasture and block planting models.
- Identification and selection of provenances of Acacia nilotica and Albizia lebbeck from southern states.
- Progeny trial of Teak; the maintenance of the progeny trial plot of teak with 10 different clones at Nilambur.
- Reproductive biology and breeding systems in tropical tree species; genetic improvement of Acacia nilotica for higher productivity, genetic upgrading of Casuarina equisetifolia for increasing productivity; genetic improvement studies in Tectona grandis.
III. INSTITUTE OF WOOD SCIENCE AND TECHNOLOGY, BANGALORE.
- Study of anatomy of important timber species for the purpose of identification and development of computer assisted wood identification.
- Continuation and improvement in the development of software-CALPRO and addition of database of another 25 timbers.
- Assessment of wood quality of different clones of Eucal ptus tereticornis and evaluation of physical and mechanical properties of 10 years old Eucalyptus grandis and Acacia auriculiformis.
- Preparation of cement bonded particle boards and evaluation of strength properties of wood polymer composites.
- Training in field identification of timber and timber grading to in-service officials.
- Development of mathematical drawing model and studies on effect of temperature and moisture in deformation of wood.
- Surface degradation of wood and weathering of wood under accelerated conditions and its protection.
IV. TROPICAL FOREST RESEARCH INSTITUTE, JABALPUR.
- Maintenance of all provenance trails in field and recording of observations,.
- Establishment and maintenance of SSPSs, CSOs and multiplication garden of teak.
- Development of model research nursery with special emphasis on root trainers and conditioning of nursery seedlings.
- Vegetation survey and biochemical studies of plant/trees sample collected from and around lime kiln area to study chemical factors responsible for tolerance in the species.
- Survey identification and collection of different species of Bamboo., D. melanoxylon and grasses from M.P., Maharashtra and Orissa for their multiplication and distribution.
- To find out appropriate agroforestry model for Bamboo cultivation for improvement of the productivity of the degraded lands with soil and water conservation measures.
- Studies of MTP species commonly grown in agroforestry practice. Recording yield of agriculture crop, soil and plant analysis with the socioeconomic analysis.
V. ARID ZONE FOREST RESEARCH INSTITUTE, JODHPUR.
- Screening of tree leaf fodder species. and development of technology for superior trees tor their mass multiplication through vegetative means.
- Investigation of soil water relationship in various site conditions for important tree species of and zone.
- Screening of superior genotypes of Babul, Aonla and Anjan and development of tissue culture protocol for their propagation.
- Evaluation of different tree species for high yields in forestry plantations and agroforestry areas in the IGNP command area.
- Survey and collection of different provenances of drought tolerant and salinity resistant fodder- species-leaves of and zone and their behaviour in different treatments of lopping.
VI. INSTITUTE OF RAIN MOIST AND DECIDUOUS FORESTS RESEARCH, JORHAT.
- Survey and collection of Bamboo blight disease, isolation, culture and identification of pathogens, pathogenecity tests, isolation work.
- Studies on mycorrhizal association in the forest sites of northeastern region of India with special reference to Assam.
- Biology of gall-aphids infesting styrax species.
- Development of methodology for economic mass propagation of bamboos and Canes through tissue culture.
- Restoiation and reclamation of abundant mined area of Assam coal fields by planting various indigenously available species through rhizomes, cuttings and seedlings.
VII TEMPERATE FOREST RESEARCH INSTITUTE, SHIMLA.
- Cold desert afforestation and pasture establishment; selection of suitable species for planting, including trees, shrubs and grasses and develop effective establishment techniques.
- Regeneration of coniferous and broadleaved forests; to examine the effect of the introduction of Poplars into degraded coniferous forests.
- Agroforestry/silvipasture in the lower hills; selection of species most suited for agroforest/silvipasture in the lower hills and develop appropriate models with people's participation.
- Planting stock improvement programme; identification and location of seed stands and their development into seed production areas.
VIII. INSTITUTE OF FOREST PRODUCTIVITY, RANCHI
- Seed production areas will be identified and maintained in Bihar and West Bengal.
- Seedling seed orchards orhards and clonal seed orchards will be raised for the priority species of the area.
- Maintenance of lac farms alongwith improvement trials and introduction of new strains of lac insects and hosts.
- Assessment of plant growth and productivity in forests and plantation ecosystems.
- Studies on vegetative propagation of bamboo, provenance trials of Eucalyptus, Gamhar, Neem and Sissoo will continue.

FOREST PROTECTION AND REGENERATION
It is proposed to release Rs. 170 lakhs to the State Governments under Modern Forest Fire Control Methods.
WILDLIFE
225 Sanctuaries and 50 National Parks will be assisted. Activities in 23 Tiger Reserves
and 23 Project Elephant areas will continue.
BENEFICIARY ORIENTED SCHEME FOR TRIBAL DEVELOPMENT:
This will continue with a proposed financial provision of Rs. 110 lakhs.
ECO-DEVELOPMENT AROUND NATIONAL PARKS AND SANCTUARIES
Under this, the World Bank assisted scheme India Eco-Development Project- will be
implemented at 7 identified National Parks/Tiger Reserves. Proposed financial outlays is Rs.45
crores in 1997-98.

PARYAVARAN VAHINI:
To create environmental awareness and involvement of people through active participation and reporting of illegal acts pertaining to forests, wildlife pollution and environmental degradation, a new scheme namely Paryavaran Vahini has been launched during 1992-93. There is one Paryavaran Vahini for each district and each vahini has a strength of 20 members. 184 districts in the country have been selected and norms will be covered.

Improvement of Environmental Performance in industries
This proposed scheme is rationalisation of the earlier two schemes of Eighth Plan, viz. Environmental Audit and Adoption of Cleaner Technologies in Small Scale Industries in order to widen the scope and consolidate all the activities in one place. This scheme include Environmental Audit, Waste Minimisation and Environmental Management Systems with an estimated budget of Rs.40.00 lakhs for each component during 1997-98.

ENVIRONMENTAL INFORMATION SYSTEM (ENVIS)
Targets:
A few ENVIS centres on the areas related to environment and its associated fields and not covered so far, would be set up under ENVIS scheme during the year 1997-98. ENVIS Focal Point would be strengthened by procuring various software packages. The E-Mail services in all the ENVIS nodes would be installed and a Wide Area Network (WAN) would be set up at ENVIS. Financial allocation proposed is Rs. 183 lakhs.

Nominations would be invited and processed for the award
CENTRES OF EXCELLENCE:
Both the centres, namely Centre for Mining Environment, Dhanbad and Centre for Ecological Sciences, Bangalore would continue to function for undertaking R&D projects.
A total amount of Rs.100 lakhs has been earmarked during 1997-98 for these two centres under the scheme.
CEE, Ahmedabad, CPR, Madras and SACON, Coimbatore; the activities will continue with a proposed outlay of about Rs.9 crores.
NATIONAL NATURAL RESOURCES MANAGEMENT SYSTEMS (NNRMS):
Monitoring of the projects sanctioned under this scheme would be undertaken during the year. Out of a total number of 56 areas identified by the Bio-Resource Committee, 18 areas have been covered under the scheme and more areas would be covered in a phased manner during the year.
A total amount of Rs. 100 lakhs has been earmarked.

Justification for financial targets:
1. Research and Development: Over 180 ongoing research projects will continue. 30 new projects will start during 1997-98. It is envisaged that at least 2 long-term research projects in Tropical and Mountain Eco-systems will be taken up. A coordinated project on Micro propagation of endangered/threatened medicinal plants, a project on the rationalisation of methodology for environmental impact assessment will be taken up.
Nomination for BP Pal National Fellowship for Bio-diversity for 1997 will be invited and processed.
Pitamber Pant Fellowship Award: The nomination for 1997 awards will be invited, scrutinised and processed.
G.B. PANT INSTITUTE OF HIMALAYAN ENVIRONMENT & DEVELOPMENT
The construction work at the Institute's Headquarters at Almora and Kullu will be completed and its unit at Gangtok will be continued. The ongoing research programmes will be continued New R&D programmes will be initiated for generating technologies, information and knowledge for sustainable development of the Himalayan region. Proposed outlay is Rs.600 lakhs.
BIODIVERSITY CONSERVATION
Deliberations on National Acti6n Plan on Biodiversity
Programmes and policies for conservation and management of Sacred Groves, medicinal plants, biodiversity information network.
Payment of India's annual contribution to the Trust Fund of the Convention. Proposed outlay is Rs.300 lakhs.
HAZARDOUS SUBSTANCES MANAGEMENT
It is proposed to continue various programmes and to implement the World Bank Projects namely:
1. Strengthening of Hazardous Substances Management Structure in States.
2. Formulation and implementation of Acts/Rules.
3. Developmental projects/studies.
4. Setting up/augmentation of Centres/Institutes.

g) Delhi-Surat World Bank assisted Urban Environmental Management Project:
In 1993, the Ministry of Environment and Forests drew up an "Environment Action Programme: India" identifying seven areas of critical importance for sustainable Environment Management in the country.
On Urban Environment Management, two cities, Delhi and Surat, may be specifically focused on, under the project.
The Japanese Government has undertaken to provide an outright grant of 109,200,000 Yen for carrying out a study in respect of the two cities. The grant works out to approximately Rs. 3.5 crores.
h) World Bank assisted India: Environment Management Capacity Building Technical Assistance Project:
In pursuance of the Environment Action Programme, 1993 the World Bank has initiated a project proposal entitled "India: Environment Management Capacity Building Technical Assistance Project." The project is under consideration.
i) Implementation of the U.N. Convention to combat desertification:
1. Preparation of National Action Programme for the implementation of the Convention.
2. International cooperation in the preparation of a Regional Action Programme for implementing the Convention in Asia
3. Preparation for and participatiot, in the first. Conference of the Parties established under the Convention.
j) World Bank Aided Industrial Pollution Control And Prevention Projects (Phase-I&II):
World Bank Phase-I
1. Investment component:
a) Loan assistance to large & medium industries for installing pollution control equipment;
b) Establishment of CETPs, for clusters of small scale units;
c) Establishment of demonstration projects for introducing energy and resource conservation measures in the small and medium scale sectors.
2. Institutional development component:
This component is designed to strengthen the monitoring and enforcement abilities of pollution control boards of 4 industrialised states of Gujarat, Maharashtra, Tamil Nadu and Uttar Pradesh.
World Bank Project Phase-II:
Phase-11 similar activities has been targeted as mentioned for Phase-I above in the State Pollution Control Boards of Andhra Pradesh, Madhya Pradesh, Rajasthan and Karnataka.
