Several research activities were undertaken and many Research findings were highlighted by the Coun6l and its Institutes under the Forestry Education, Extension & Training Programme. 32 students were enrolled for M.Sc; and 30 for diploma courses; three management training programmes were organised.

FOREST PROTECTION AND REGENERATION

Rs.8.46 lakhs were released to the States under "modem forest fire control methods".

NATIONAL FORESTRY ACTION PLAN

Forest Policy: The final draft amending the Indian Forest Act, 1927 is under consideration. National Forestry Action Plan document is under preparation.

ASSISTANCE TO NATIONAL PARKS AND WILDLIFE SANCTUARIES

Rs.650 lakhs released to States for 40 National Parks and 150 Sanctuaries upto Jan'97.

ECO-DEVELOPM[ENT IN AND AROUND PROTECTED AREAS.

Rs.332 lakhs was released to 40 National Parks and Sanctuaries during the year fill December, 1996 and Rs. 192 lakhs to 17 Tiger Reserves.

PROJECT TIGER

Rs.7.39 crores was released to 23 Tiger Reserves upto January 1997 for development and maintenance of Tiger habitats.

PROJECT ELEPHANT

Through this project, States with free ranging population of wild elephants are assisted to ensure long term survival of elephants in their natural habitat.

Assistance of Rs. 395.37 lakhs was provided to 9 states upto December, 96.

STRENGTHENING OF CENTRAL WILDLIFE DIVISIONS AND CONSULTANCIES FOR SPECIAL TASKS

Three new sub-regional offices were started. Proposal for setting up of 6 more regional offices in different parts of the country are under process.

CENTRAL ZOO AUTHORITY

The aim of the scheme is to provide financial -assistance to zoos in the country. Upto November,'96 Grants worth Rs. 114.73 lakhs have been provided to 10 zoos.

The evaluation of zoos was continued and till Novernber'1996 72 zoos have, been eavaluated. Recognition was granted to, 49 zoos.

ANIMAL WELFARE BOARD OF INDIA (AWBI)

The budgetary provisions made by AWBI to support various Animal Welfare Schemes is Rs. 18 1.00 lakhs.

Sanctions have bow issued to 177 organisations out of which 143 organisations have been released funds.

HAZARDOUS SUBSTANCES MANAGEMENT

a) Physical Achievements: (Upto 30th Sept 1996)

1. The Red Book for Crisis Management has been revised.

2. The "Chemical Accidents (Emergency Planning, Preparedness, and Response) Rules, 1996" has been notified.

3. The Central Crisis Group has been notified and the activities related to establishment of Crisis Alert System have been initiated.

4. Eight Consultants are being appointed to carry out hazard analysis for 10 industrial pockets.

5. 19 reports have been reviewed.

6. Rule on Bio-medical Waste would be notified shortly.

7. Notification on banning of arsenic, cyanide and mercury containing wastes has to be issued.

8. A high level Committee has been constituted under the Chairmanship of Dr. R. A. Mashelkar, DG, CSIR, for characterisation and identification of hazardous wastes.

9. Amendment of Hazardous Wastes (Management & Handling) Rules, 1989 is being finalised.

10. A Japanese Grant of US $ 910,000 (Rs.3.8 crores) has been received for conducting feasibility studies for formulation of World Bank studies on Industrial Safety, Disaster Prevention and Hazardous Waste, Management.

Budgetary allocation was Rs.5.80 crores and actual expenditure in Rs.3.50 crores.

CONSERVATION AND MANAGEMENT OF MANGROVES

Six management action plans were finalised and are under process for the release of

financial assistance. The Nine management action plans are expected to be sanctioned during the current financial year:

BIOSPHERE RESERVES

During 1996-97, the National Committee on Biosphere Reserves approved the financial assistance for the Management Action Plans for Nilgiri, Sunderbans, Gulf of Mannar, Nokrek, Nanda Devi and Andaman & Nicobar Biosphere Reserves. Total amount released is Rs. 86.46 lakhs.

It recommended 3 research projects. An amount of Rs. 15.00 lakhs has been sanctioned so far.

BIODIVERSITY CONSERVATION

A National Action Plan on biological diversity is under finalisation.

Biosafety Protocol: An inter-ministerial Task Force on Biosafety was constituted.

Biodiversity Information Network : An exercise has been initiated to develop a distributed biodiversity Information network.

Capacity building in Taxonomy : Taxonomic capacity of the country is under study.

Consultation with State Governments : A detailed paper bringing, out the various issues -relevant to the States on the subject of biodiversity has been prepared.

Traditional knowledge and benefit sharing : A workshop is also being planned on the subject involving the industry, experts, NGOs, through the IIM, Ahmedabad.

In the second and the third meetings of Conference of the Parties to the CBD, India emphasised inclusion of additional obligation for patent applications to: disclose the country of origin for biological material and information pertaining to knowledge, innovations and practices of indigenous and local communities; statement and Material Transfer Agreement or Information Transfer Agreement with the country of origin have been entered into upon mutually agreed terms.

Legislation

Work pertaining to legislation on biodiversity was continued during the year.

India participated in six international meetings related to biodiversity.

India's annual contribution for the year 1996 to the Trust Fund of the Convention, amounting to approximately Rs.9.50 lakhs was processed for payment to UNEP.

INTERNATIONAL COOPERATION

The Ministry of Environment and Forests is the nodal agency in the country for United Nations Environment Programme (UNEP), Nairobi, South Asia Cooperative Environment Programme (SACEP), Colombo, International Centre for Integrated Mountain Development (ICIMOD), Kathmandu and the International Union for Conservation of Nature and Natural Resources (IUCN). Annual financial contributions are made to these organizations. The Ministry also functions as the nodal agency for participation in international agreements relating to environment.

(a) Global Environment Facility (GEF):

Seven projects for GEF funding have been approved for India. Some new projects have been formulated and are being considered for possible GEF assistance.

(b) Commission on Sustainable Development:

The fourth session of the Commission on Sustainable Development (CSD) was held in NewYork over 18th April to 3rd May, 1996.

(c) United Nations Environment Programme (UNEP):

The 19th Session of the Governing Council of the United Nations Environment Programme (UNEP) was to be held at Nairobi, Kenya from 27th January to 7th February, 1997.

(d) Indo - US Common Agenda for Environment:

A Joint statement of Intent was signed in April, 1995 between India and USA for a common Agenda on Environment.

The first meeting of the Steering Committee under the Indo-US Common Agenda was held on 17.11.96.

(e) Indo-Brazil Common Agenda for Environment:

A Common Agenda for Environment was signed between the Government of India and Brazil in New Delhi on 2.7th January, 1996 to promote closer and long-term cooperation in the field of environment.

(f) India - Canada Environment Facility: (ICEF):

India-Canada Environment Facility was on the basis of Memorandum of understanding signed between the Government of India and Canada.

So far ICEF has approved five projects for funding.

(g) Other Activities:

ESCAP:- ESCAP organised four seminar/workshop so far.

SAARC:- Three workshop/meetings held by SAARC.

SACEP:- The First Consultation Meeting of the Regional Inter-governmental Consultation to review the draft of the Global Environmental Outlook (GEO) was held from 23-24 July, 1996 at Kathmandu. India participated in the consultation.

(h) International Trainings/Seminar/Workshops:

Officials from the Ministry of Environment and Forests, State Environment and Forests Department, Central and State Pollution Control Boards, NGOs and autonomous bodies/institutions of Central and State Governments were nominated for the international Trainings/Seminars/ Workshops, etc.

(i) Implementation of the U.N. Convention to combat desertification:

During the year India was represented in three conferences under this.
