FOREST CONSERVATION

Under the scheme "Strengthening of Forestry Division" seven regional offices are implementing the Forest Conservation Act and monitoring of environment clearances accorded by the Ministry under the Environment Protection Act.

FOREST PROTECTION AND REGENERATION

The scheme Association of Scheduled Tribes and Rural Poor in Regeneration of Degraded Forests has been started from 1992-93 in VIII Plan on pilot basis w; h 27 projects it in 9 states namely Andhra Pradesh, Bihar, Gujarat, Madhya Pradesh, Maharashtra, Rajasthan, Orissa, West Bengal and Karnataka. The total Plan outlay is Rs.7.35 crores. During 1995-96, Rs.2.18 crores have been released to the State Governments. Out of 12967 ha. of physical targets, 7085 ha. could be covered upto 1995-96.

During the VII Plan, a centrally sponsored scheme "Modern Forest Fire Control Methods in India" was continued. The scheme was launched during the VII Plan with UNDP assistance as a pilot project in Uttar Pradesh and Maharashtra mainly to protect forests from fire.

FOREST POLICY

NATIONAL FORESTRY ACTION PLAN

The formulation of the National Forestry Action Programme (NFAP) has been started in order to operationalise National Forest Policy, 1988. A project document was signed with UNDP during June, 1993 and the project work started since September, 1993. UNDP has contributed US$ 7,44,000 and Government of India input is Rs.3.05 crores. During the year, the draft NFAP document was critically studied. Regional workshops were organised.

WILDLIFE

Ministry of Environment and Forests oversees implementation of Wildlife (Protection) Act, provides for assistance to State Governments for development and protection of National Parks and Wildlife Sanctuaries and deals with matters relating to Wildlife Institute of India, Dehradun (WlI) and Convention on International Trade in Endangered Species (CITES). During the year, assistance of Rs.10.11 crores was given to State Governments for development of National Parks and Centuries, Rs.3.80 crores to WII and Rs.3.02 crores to State Government under Project Elephant.

CENTRAL ZOO AUTHORITY

The Central Zoo Authority was constituted by the Government of India in February, 1992 with a view to enforce minimum standards for upkeep and health care of animals in zoos. Recognition granted to Zoos was as-follows; Medium; 5: Small; 13: Mini; 22:. Financial assistance to 27 zoos was Rs.248.96 lakhs.

ANIMAL WELFARE BOARD OF INDIA(AWBI)

Various animal welfare organisations along with the take steps to generate public awareness. AWBI receives grant-in-aid from Government of India and in turn provides assistance to various organisations in the country for rescue/shelter homes, animal birth control, vehicles, medicines and veterinary care etc. AWBI also imparts training to representatives of various Animal Welfare Organisations and public in animals care, laws and various other disciplines. Under the provision of Prevention of Cruelty to Animals Act 1960 Government of India reconstituted a Cominittee for the Purpose of Control & Supervision of experiments on animals.

171 Animal Welfare Organisations were recognised by the Board and received financial assistance to the tune of Rs. 113.05 lakhs.

PROJECT TIGER

This Centrally Sponsored Plan Scheme was launched on 1st April, 1973.

Initially, nine tiger reserves w..-re created. Presently, there are 23 tiger reserve areas in 14 states, covering an area of over 33,000 sq.kms. Out of an allocation of Rs.8.70 crores (RE), the expenditure was Rs.8.40 crores.

PROJECT ELEPHANT

The scheme was started in the year 1991-92. The scheme is continuing during the VIII Plan with an initial outlay of Rs.6.25 crores. Rs.3.95 crores was released to nine States,

ECO-DEVELOPMENT IN AND AROUND NATIONAL PARKS AND SANCTUARIES.

The scheme was launched during the year 1991-92.

Various activities proposed under this scheme are silvipastural development, raising fuelwood and fodder plantation, primary health care, safe drinking water, veterinary improvement of land productivity and minor irrigation, local cottage industries like apiculture, pisciculture and sericulture and creation of environmental awareness.

The scheme provided central assistance to various state governments to the extent of Rs.660 lakhs, for undertaking eco-development activities.

Beneficiary Oriented Scheme for Tribal Villages of Project Tiger Areas, National Parks and Wild Life Sanctuaries.

The scheme was launched during 1989-90 with an objective of rehabilitation of tribal families affected under the relocation plan of Project Tiger areas.

An amount of Rs. 16.00 lakhs was released during this year to various State Governments under the scheme.

NATIONAL ZOOLOGICAL PARK

The scheme is being continued since 1955-56 with the object of conserving and breeding rare and endangered animals, to conduct research regarding their behaviour, reproduction and nutrition. to educate and entertain the people about preservation of wildlife. It also provides assistance and guidance to the other zoos in the country.

NATIONAL AFFORESTATION & ECO-DEVELOPMIENT BOARD (NAEB)

NAEB is the nodal agency for fixing targets and monitoring achievement of afforestation activities under the 20-Point Programme.

ENVIRONMENTAL IMPACT ASSESSMENT

At present Environmental Impact Assessment is a statutory requirement for 29 different activities in industries, mining, irrigation, power, transport, Tourism, etc. Besides this, the following types of projects are also appraised.

  1. Projects which require approval of the Public Investment Board/Planning Commission/Central Water Commission/Central Electricity Authority, etc.
  2. Projects referred to this Ministry by other Ministries.
  3. Projects under dispute.
  4. The projects are appraised by duly constituted appraisal committees with experts in the relevant fields, non governmental organisations, and concerned Ministries.

INDIRA GANDHI PARYAVARAN PURASKAR (IGPP)

Nomination for the IGPP award for the year 1995-96 was received and processed.

ADOPTION OF CLEAN TECHNOLOGIES IN SMALL INDUSTRIES

This scheme was aimed at development and adoption of clean technology for small scale industries. Its achievements during the year were as follows

Sector-specific manuals on waste minimisation were prepared. Studies on waste minimisation and demonstration in selected sectors were conducted. Sector specific manual in pulp and paper pesticide prepared. Work minimisation studies on electroplating done. Training and awareness programmes through DC, SSI were conducted . 13 sectors were covered.

Budgetary allocation and expenditure was Rs. 10 lakhs.

ENVIRONMENTAL AUDIT

Under the Gazette Notificati0ii Issued under EPA 1986, Environmental statements are to be submitted to the State Pollution Control Boards by polluting units. Under this scheme, the following activities have been completed during the year.

Supply of software "PARYAVARAN" to all the State Pollution Control Boards done. Organisation of sector-specific environmental audit training programmes. Award of work for preparation of sector-specific environmental audit manuals.

Budgetary allocation and expenditure was Rs. 10 lakhs

ENVIRONMENTAL STATISTICS AND MAPPING

Under the project "Environmental Statistics and Mapping sponsored to NISTADS environmental data on air, water, soil and noise is being brought out in an atlas. This includes zoning atlas on siting of industries and initiation of setting up statistical cells in Pollution Control Boards.

Budgetary allocation and expenditure was Rs. 10.00 lakhs.

NATIONAL NATURAL RESOURCE MANAGEMENT SYSTEM (NNRMS)

This scheme aims at utilisation of remote sensing technology with conventional methods for monitoring the natural resources of the country. Its achievements during the year are as follows

The Committee on Bio-resource reviewed 8 ongoing projects and recommended 5 new projects to various organisations of the country. Budgetary allocation was Rs.70 lakhs and actual expenditure Rs.65.51 lakhs.

NATIONAL RIVER CONSERVATION DIRECTORATE

Ganga Action Plan Phase-I

The first phase of Ganga Action Plan envisages two-pronged approach to abatement of river pollution (a) schemes aimed at tackling point sources of pollution caused by (i) municipal sewage (ii) industrial effluents; and (b) schemes to take care of pollution from non-point sources such as dead bodies, animal carcasses, open defecation, run-off from waste dumps, agricultural fields etc.

CENTRAL POLLUTION CONTROL BOARD (CPCB)

This Statutory body supported by the Ministry is responsible for the prevention, control of pollution throughout the country. It coordinates activities of State Pollution Control Boards.

HAZARDOUS SUBSTANCES MANAGEMENT

This scheme is aimed at enhancing safety in handling and management of hazardous substances. Its achievements in this year are as follows :

1. The Red Book for Crisis Management has been revised.

2. Review of the 15 hazard analysis reports done

3. Mock-drills for the Off-site Emergency Plan undertaken.

4. Draft rules on Chemical Accidents (Emergency Planning, Preparedness and Response) for hazardous chemicals has been finalised.

5. Draft rules on Bio-Medical waste has been notified and circulated and comments received.

6. A guideline on safe road transport of hazardous chemicals has been published.

7. Report on H-Acid and other dye intermediates has been prepared. '.

8. Four zonal workshops on implementation -of PLI Act have been organised.

9. Proposal on training and accident prevention and emergency preparedness and hazardous rules sanctioned

10. A meeting. on National Waste Management Council has been organised.

11. Cabinet approval for contribution to BASEL Convention has been obtained.

Budgetary allocation was Rs.3.00 crores out of which expenditure was Rs. 1.78 crores.

CONSERVATION AND MANAGEMENT OF. MANGROVES

This scheme aims at the conservation and management of identified mangroves areas and its achievements during the year are as follows :

Seven management action plans were sanctioned during 1995-96 at a cost of Rs.99.55 lakhs and Research proposals at a cost of Rs. 30 lakhs.

BIOSPHERE RESERVE

This scheme is intended to conserve representative ecosystems. Its activities are given ,below:

Eight Biosphere Reserve have been set up.

Financial assistance was given to the State Governments for implementing Management Action Plans.

A National Committee has been constituted to oversee the implementation and monitoring of the Biosphere Reserve Programme. A Scientific Advisory Group has also been constituted to oversee the research activities under the Biosphere Reserve Programme.

BIODIVERSITY CONSERVATION

This scheme aims at ensuring the conservation of bio-diversity. Its achievements during the year are as follows:

The National Action Plan on Biodiversity is under preparation.

An analysis of the existing Central Acts relevant to biodiversity has revealed that there are significant gaps in the existing legal/regulatory measures. Keeping in view the provisions of the Convention, the main elements for inclusion in a comprehensive act on biodiversity are being identified following deliberations with the concerned Ministries, Departments and Government and non-Government agencies.. Action has been initiated to regulate transfer of indigenous genetic material from the country.

A comprehensive Status Report on Biological Diversity is under preparation.

India's annual contribution for the year 1995 to the Trust Fund of the Convention, amounting to approximately Rs.7.5 lakhs, has been processed.

Meetings of the Conference of the Parties to the Convention were attended and follow up of the decisions taken has been initiated.

Budgetary allocation was Rs.25 lakhs (RE) and actual expenditure was Rs. 17.2 lakhs

The Ministry of Environment & Forests is the nodal agency in the Government of India for United Nations Environment Programme (UNEP), South Asia Cooperative Environment Programme (SACEP), International Centre for Integrated Mountain Development (ICIMOD) and the International Union for Conservation of Nature and Natural Resources. (IUCN). Annual contributions are made to these organizations. - The Ministry also functions as the nodal agency for participation in international agreements such as the Convention on International Trade in Endangered Species on Wetlands and the Basel Convention on Tram Boundary Movement of Hazardous Substances. The following actions were taken:

(a) Follow'-up of UNCED:

The, principle enshrined in the Rio Declaration and Agenda 21 provide a framework for future action on environmental issues in a global perspective. India is actively participating in the global debate on the implementation of Agenda 2 1. The Third Session of the Commission on Sustainable Development (CSD) over 11-28 April 1995, deliberated on the various sectoral and cross-sectoral issues relating to the Chapters 10- 16 of Agenda 2 1. These relate to land management, forests, deserts, mountains, sustainable agriculture, bio-diversity and biotechnology. One of the major achievements in the 3rd Session of the CSD so far as India is concerned is the culmination of the negotiations in forestry matters in the decision to set up an open-ended Inter-Governmental Panel on Forests to promote management, conservation and sustainable development of all types of forests.

(b) 18th Governing Council Meeting of UNEP:

The 18th Governing Council meeting of UNEPU was held at Nairobi over 15-26 May, 1995. India participated in the meeting. Various matters like funding, programmes, governing etc. of UNEP were discussed including possibilities of increasing the effectiveness of UNEP in discharging its mandate in the post-Rio phase.

(c) First meeting of the Open ended Ad-hoc Inter-Governmental Panel on Forests,: India participated in the first meeting held at New York during I 1- 15 Sept. 95.

(d) Global Environment Facility:

During the year, this Ministry have been participating in the meetings of the GEF Council. So far, five Indian projects on mitigation of global working have got approval for funding under the GER

(e) Capacity 21 and Institutional Development Fund of World Bank:

One project has been approved under Capacity 21 for funding. Four projects got the approval, on principle, from the World Bank IDF for funding.

(f) State of Environment, 1995:

India’s country-report for the State of Environment (SOE), 95 for the Asia and Pacific, has been completed and presented to the ESCAP High level meeting on environment and sustainable Development held at Bangkok over 1-4 August, 1995.

(g) International Centre for Integrated Mountain Development (ICIMOD):

An Indian Mission consisting of farmers, scientists and officials connected with the Seabuck Thom project visited China to gain valuable experience under the aegis of ICIMOD.

(h) India-Canada Environmental Facility:

The goal of the India-Canada Environment Facility is to enhance the capacity of Indian institutions and organizations to promote and deliver sustainable development programs addressing the environment. ICEF is financed by means of Indian rupee "Counterpart Fund" with a budget of Canadian dollars 70.2 million generated by sale of Canadian commodities in India.

The Joint Project Steering Committee of ICEF has approved the following projects:

1. Project of Indian Farmers Fertilizer Cooperative Ltd. (IFFCo) - Project for Rs.31-5 crores (in 199449) at a cost of Rs.31.5 crores.

2. Government of Nagaland - Project at a cost Rs. 12.6 crores (1994-95).

(i) Indo-US Common Agenda for Environment:

During the visit of Mr. Tim With, US Under Secretary of State to New Delhi a Joint Statement of Intent was signed between Government of India and Government of USA on 18th April, 1995 for pursuing a Common Agenda for the environment.

As a follow-up of this Common Agenda, the following three Working Groups have been set up and meetings were held.

  1. Global Environmental Issues.
  2. Environment, Trade and Investment.
  3. Science and Technology.

(j) Training:

Candidates from State Governments, State Pollution Control Boards, Central Pollution Control Board, Central Ministries/ Departments, Non-Governmental Organizations, Institutions were sent for training abroad under Colombo Plan/UNEP programmes on environmental and forestry matters.

Implementation of the U.N. Convention to Combat Desertification:

During the year India was represented in the 7th and 8th sessions of the Inter-governmental Negotiating Committee on Desertification (INCD).
